Information on changes in the procedure for calculation and payment of benefits and housing subsidies for the payment of communal services
By the resolution of the Cabinet of Ministers of Ukraine dated 16.09.2022 No. 1041, the
mechanism for calculating and paying subsidies and benefits for housing and communal services was changed
(amendments were made to the resolutions of the Cabinet of Ministers of Ukraine dated 21.10.1995 No. 848 and dated
17.04.2019 No. 373).
Starting from October 1, 2022, the payment of subsidies and benefits began to be carried out through the Pension Fund of Ukraine.
Additionally, until December 1, 2022, there was a transitional period during which the calculation of subsidies and benefits was carried out by the social protection authorities. After this period, these functions also transferred to the Pension Fund of Ukraine.
Benefits for paying for housing and communal services are provided in a cashless form (the amounts of benefits will be transferred to JSC "Oschadbank" for further settlement with utility service providers for each specific beneficiary) or in a cash form (the amounts of benefits will be transferred by the authorized body to the beneficiary`s account opened in the authorized bank, through the branch of the organization that pays and delivers pensions and monetary assistance, at the place of actual residence or to the account in JSC "Oschadbank") until December 2022 inclusive. From January 2023, benefits for paying for housing and communal services will be provided exclusively in cash form by the Pension Fund of Ukraine.
Paragraph 8 of the Procedure for Providing Benefits for Paying for Housing and Communal Services, Purchasing Solid Fuel and Liquefied Gas in Cash Form, approved by the resolution of the Cabinet of Ministers of Ukraine dated 17.04.2019 No. 373, stipulates that:
To obtain information on any issues related to the calculation of benefits, beneficiaries should contact the authorized bodies;
To obtain information on consumed services, accrued amounts for services, the amount of debt (overpayment), beneficiaries should contact utility service providers;
To obtain information on transactions carried out on the beneficiary`s account regarding the transfer of funds to utility service providers, beneficiaries should contact JSC "Oschadbank".
The utility service provider represented by the "Infoxvodokanal" branch does not participate in determining benefits and assigning housing subsidies.
To obtain information on consumed services, accrued amounts for services, the amount of debt (overpayment), consumers should contact managers, associations, utility service providers, and in the presence of individual contracts for centralized water supply and sewerage services, to the "Infoxvodokanal" branch.
ATTENTION!
Payment for the full amount of the provided centralized water supply and sewerage services must be made according to the invoice issued by the "Infoxvodokanal" branch service provider, regardless of delays in the transfer of benefits/housing subsidies.
ATTENTION!
The housing subsidy is lost if there is a debt for centralized water supply and sewerage services amounting to 340 UAH or more.
Dear subscribers!
Every month, the "Infoxvodokanal" branch must provide information about the debts of subscribers receiving housing subsidies. Pay for centralized water supply and sewerage services in full and on time to avoid losing the right to use the assigned housing subsidies.
Benefits for paying for water consumption services
LLC "Infox" branch "Infoxvodokanal" provides a list of benefits for water supply services provided by the Laws of Ukraine and other regulatory legal documents.
If a consumer falls under several categories of beneficiaries, the benefit that compensates for more expenses applies to them unless otherwise provided by law.

To clarify and obtain benefits, you need to contact the departments of the Pension Fund of Ukraine.
"On the procedure for processing subsidies and compensations for additional costs for paying for utility services"
According to the resolution of the Cabinet of Ministers of Ukraine dated 06.08.2014 No. 409, from 27.12.2018, the following social norms for the use of housing and communal services have been established, for which the state provides benefits and establishes subsidies in the following amounts:
For the use of centralized water supply services – 2 cubic meters per person per month with centralized hot water supply and 3.6 cubic meters per person per month without centralized hot water supply;
For the use of centralized sewerage services – 3.6 cubic meters per person per month.
In the absence of an apartment water meter for cold water for war invalids and their family members who are entitled to benefits according to the law, the payment for water supply and sewerage services is calculated considering the above-mentioned social norms.
Consumption beyond the established social norms is paid by the subscriber without considering benefits.
