 Information Regarding the Application of the New Tariff

In accordance with the Law of Ukraine No. 4777-IX dated 10 February 2026, which introduced amendments to Article 13 of the Law of Ukraine No. 2918-III dated 10 January 2002 “On Drinking Water and Drinking Water Supply”, a decision of the Executive Committee of Odesa City Council No. 1600 dated 13 August 2026 was adopted, and the relevant Order of the Odesa Regional Military Administration of Odesa District, Odesa Region, No. 339-2026 dated 14 August 2026 was issued. According to these documents, the above-mentioned tariffs shall apply from 15 August 2026.

The date of application of the new tariff is determined by the requirements of Part 5 of Article 59 of the Law of Ukraine “On Local Self-Government”.

Since the tariff change occurred during the billing month in August 2026, the payment for services for August shall be calculated taking into account the period of validity of each tariff. For the period from 01 August 2026 to 14 August 2026, the tariff that was in effect before 15 August shall apply, while for the period from 15 August 2026 to 31 August 2026, the tariff established for application from 15 August 2026 shall apply, namely:

• for consumers that are business entities operating in the field of centralized water supply and wastewater services: UAH 17.19 per 1 m³ excluding VAT for centralized water supply and UAH 10.75 per 1 m³ excluding VAT for centralized wastewater services;
• for all other consumers: the tariffs remain at the level established by NCRECP Resolution No. 2288 dated 30 December 2025, namely UAH 30.59 (excluding VAT) for centralized water supply and UAH 24.03 (excluding VAT) for centralized wastewater services.

In accordance with Part 1 of Article 9 of the Law of Ukraine “On Housing and Communal Services”, the consumer shall pay for consumed housing and communal services on a monthly basis, unless another procedure and payment terms are established by the relevant agreement.

Thus, the payment for centralized water supply and centralized wastewater services is calculated for the relevant billing period, taking into account the volume of services consumed and the tariff applicable during the respective period.

In accordance with Part 2 of Article 11 of the Law of Ukraine “On Commercial Accounting of Thermal Energy and Water Supply”, the consumer shall monthly submit meter readings to the provider of the respective utility services or to another person designated by the owner(s) who distributes the volumes of the utility service, in the manner prescribed by the agreement.

For subscribers whose charges are calculated according to a consumption standard, the charges will be calculated using a daily prorated calculation for the periods during which the previous and new tariffs were in effect.

Consumers of the branch shall submit meter readings from the 1st to the 4th day of the month following the reporting month.

Therefore, consumers who use services based on meter readings do not need to submit separate readings as of 14 or 15 August 2026. Meter readings for the entire billing month should be submitted during the established submission period.

At the same time, the total volume of services consumed in August 2026 will be distributed between the periods during which the respective tariffs were in effect. For the period from 01 August 2026 to 14 August 2026, which comprises 14 calendar days, the tariff effective before 15 August shall apply. For the period from 15 August 2026 to 31 August 2026, which comprises 17 calendar days, the tariff established from 15 August 2026 shall apply.

In case of any disputes regarding charges during the transition period in August, taking into account individual circumstances, subscribers have the right to contact the subscriber service departments of the “Infoxvodokanal” Branch with supporting documents and materials.
