Information on the intention to change tariffs for centralized water supply and centralized wastewater disposal

Pursuant to Order No. 130 of the Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine dated 26 June 2018, the “Infoxvodokanal” branch of INFOX LLC informs about its intention to change tariffs for centralized water supply and centralized wastewater disposal.

By Resolution No. 2288 of the National Commission for State Regulation in the Spheres of Energy and Public Utilities (hereinafter — NEURC) dated 30 December 2025 (hereinafter — Resolution No. 2288), tariffs for centralized water supply and centralized wastewater disposal for INFOX LLC, “INFOXVODOKANAL” branch, were established from 1 January 2026.

At the same time, tariffs for the population were kept at the 2022 level. They were established by NEURC Resolution No. 2841 dated 22 December 2021 and calculated based on prices for electricity and material resources, the minimum wage, tax rates and fees as of 2021. During the period when tariffs for the population were in effect in 2022–2025, the cost of electricity, reagents and fuel, which constitute most of the enterprise’s expenses, changed significantly; the minimum wage increased; tax rates and the cost of services provided by other organizations also increased.

In addition, during the first four months of 2026, prices for electricity and fuel and lubricants increased significantly; amendments were made to the Sectoral Agreement, which defines the minimum hourly tariff rate for a first-grade worker. There was also a need to carry out repair work related to the elimination of damage caused by shelling by the Russian Federation and the liquidation of the consequences of the flood of 30 September 2025, among other things.

Thus, the actual expenses of the enterprise do not correspond to the tariff structure established by Resolution No. 2288. As a result, the enterprise is unable to pay current electricity bills, which leads to the accumulation of debt. The low level of wages of employees compared with other enterprises and organizations in the region causes an outflow of qualified personnel and makes it impossible to fill vacancies. The lack of funds makes it impossible to carry out repair work in the planned scope; the renewal of fixed assets has almost completely stopped, and the enterprise’s investment program is not being implemented. The level of reimbursement of the cost of centralized water supply services by approved tariffs for the population in the first quarter of 2026 is 60.1%, and for centralized wastewater disposal — 73.5%.

All these circumstances have brought the enterprise to the verge of survival, therefore there is an urgent need to revise the tariffs for centralized water supply and centralized wastewater disposal.

In accordance with the Procedure for the Formation of Tariffs for Centralized Water Supply and Centralized Wastewater Disposal Services, approved by NEURC Resolution No. 688 dated 5 May 2026, the “Infoxvodokanal” branch calculated changes to tariffs for centralized water supply and centralized wastewater disposal by adjusting the current tariffs established by NEURC Resolution No. 2288.

The main factors behind the increase in tariffs for centralized water supply and centralized wastewater disposal are:

  • an increase in electricity tariff components, resulting from the adoption of NEURC Resolution No. 621 dated 23 April 2026, which established price caps on the day-ahead market (the maximum level of which from 1 May 2026 throughout the day is UAH 15,000.00/MWh), and NEURC Resolution No. 589 dated 21 April 2026, which established new tariffs for electricity distribution from 1 May 2026. Thus, the increase in planned electricity expenses amounted to 43.8% for centralized water supply and 48.7% for centralized wastewater disposal;
  • an increase in labor costs by 29.9% due to amendments to the Sectoral Agreement between the Ministry for Communities, Territories and Infrastructure Development of Ukraine, the Association of Employers’ Organizations “All-Ukrainian Confederation of Employers in the Housing and Communal Services Sector of Ukraine” and the Central Committee of the Trade Union of Workers of Housing and Communal Services, Local Industry and Consumer Services of Ukraine for 2023–2027, registered by the Ministry of Economy of Ukraine on 26 December 2023 under No. 13, which established an increase in the minimum tariff rate for a first-grade worker;
  • an increase in prices for fuel and lubricants, which currently significantly exceed the level established in the structure of current tariffs, as a result of which expenses under this item increased by 35%;
  • an increase in repair costs by 162.0% for centralized water supply and by 138.7% for centralized wastewater disposal, due to the need to carry out planned repairs in 2026, as well as additional work to eliminate the consequences of the natural disaster of 30 September 2025 and shelling by the Russian Federation;
  • an increase in planned security service expenses by 53.9%, caused by an increase in the cost of security services, which had remained unchanged during 2022–2025;

The draft tariff adjustment for 2026 provides for an increase in planned expenses compared with the current tariff structure by 38.8% for centralized water supply and by 48.0% for centralized wastewater disposal.

At the same time, tariffs for consumers that are business entities in the field of centralized water supply and wastewater disposal increase by 38.5% for centralized water supply and by 46.0% for centralized wastewater disposal; for the population, the increase is 184.5% for centralized water supply and 147.6% for centralized wastewater disposal; for other consumers, the increase is 38.8% for centralized water supply and 48.1% for centralized wastewater disposal.
